One of the most technically demanding building methods in multifamily development. Phil Roesel is one of a small number of operators nationally with hands-on tunnel-form experience, applied through our work with Genesis Real Estate Group on projects including The Travis ATX (50-story, under construction) and The Katy at Victory Park (Dallas).

Most contractors can't do entitlements. Most development consultants can't build. We do both. Phil has led entitlement work on four major Austin towers totaling over 1,000 units, including the 80 Red River site where The Travis ATX is now under construction.

The Founder

The Operator Behind the Build

Phil Roesel founded Legado Services on a simple premise: the most valuable person in any development is the one who speaks every language in the room—finance, design, entitlements, construction, and operations—and can translate between them under pressure.

Phil grew up in a family construction business, served in the United States Marine Corps, and built his way from jobsite to boardroom. He's managed construction for developers backed by JP Morgan, Morgan Stanley, and the Abu Dhabi Investment Authority.

Today, Phil operates across the full project lifecycle: entitlement strategy, development partnerships, ground-up construction execution, construction management, and forensic consulting. He is one of a small number of operators nationally with hands-on expertise in concrete tunnel-form construction.
